Well I asked my daughter and she said 2nd and 3rd grade they did the pledge and this year they are not. All 3 years have been here on Okinawa. Interesting.

I *think* you can get a card regardless of what service or base you are attached to, though. The librarians here on Foster are wonderful, too. Very helpful and friendly.
